No, not really. I understand that he is a Jew, yet he is not portraying the view that 'under-developed countries have of Jews'. He numeriously states that the Jews were responsiable for 911, so on. Maybe you need to grasp the concept of satire. Yes we know it was the evil muslims/bush conspiracy that was responsible for 9/11 but by stating the Jews were responsible he is portraying the twisted logic where people in these under-developed countries would pass blame for things onto a suitable scapegoat to further fuel their hatred. Again it is the same concept with women, a satire of their percieved value of women.

There is hardly anything satirical about this video and Borats ideoligies, on how he preceives the world. Rather he is iggnorant and lacks both knowledge and understanding. By this I mean if he were to consume knowledge he will not make anything by it for he won't understand. This is cleary shown through his exploitation of senstives matters and engaging in such activies further proves his uncivilty to his surroundings.

But this concept seems to be totally beyond your grasp. Yes, Borat is funny because I find it a humourous parody of the characteristics one would imagine to find in such a place as Kazakhstan. Maybe you should stick to your novels which advocate "decentcy" but you might want to start with a dictionary first.
