Dragonball and DBZ was made by Toei animation and based off of the original manga Dragonball, by Akira Toriyama. However, Toei decided to continue the story with DBGT, so GT is not based off of the original manga. Toei created their own story for DBGT and not Akira Toriyama, so no. The story was not made by the original writer. But he was still involved in the project by supervising its production.
